From Statement 1) This statement clearly tells us this sequence is an Arithmetic Progression(AP), with T_{n} = T_{(n-1)} - 4 or in other terms the next number is obtained by subracting 4 from the previous. This statement alone is not sufficient, because we need a starting point of the Sequence to determine the terms.

From Statement 2) This says T_{1} - T_{239} = 952

The 239th term can be expressed in terms of T1 as follows

T239 = T1 + (239 - 1) * ( -4)

=> T_{1} - T_{239 }= 238 * 4 = 952

Which does help to find the first term in the series. Hence Not Sufficient

Now, even if we combine these two statements, we still do not know the first term of the series, hence both combbined also is not sufficient.
