In this it has to be basis of.

then why ruled out option A, because of  double Past, but that i dont think is a problem...had doesn't distort the meaning....
so why is A wrong?

"basis for" is wrong in A. It is easy to get carried away to think of events in a sequence and mark them past perfect. But in this case the idea is clear the places he visited formed the basis of his book. A sequence of events would be unncessary. Also the diary consists of stuff he visited, these two things happened at the same time.

The answer should be C. The sentence is in simple past, so the correct sentence should follow the same.
The choice C, seems to be the best.
