1) 2x - 2y = 1 
2) x/y > 1

Statement 1 simplifies to x-y = 1/2
Let us try some values. 
x = 3/4 , y = 1/2 => x - y = 1/2 => YES
x = -1/4, y = -3/4 => x -y = 1/2 => NO
this is INSUFFICIENT

Statement 2 : x/y > 1
Case 1) x = +ve, y = +ve
Case 2) x = -ve, y = -ve
Clearly 
INSUFFICIENT
Combine both
x = y + 1/2

 

(y + 1/2)/y > 1
=> 1 + 1/2y > 1
=> 1 / 2y > 0
Clearly y > 0 
and x > y 
Hence both together are Sufficient
