How can someone be a former chair and still serve the planning board for 18 consecutive years? The time frame in which Joan was actually serving for 18 years we cannot prefix the word former as he was still serving. It is nonsensical. Rule out choice A, B, and C. Option D is a run on sentence – Two legitimate sentences separated by comma. Rule that choice out as well. Choice E is the winner!
